I'd suggest not being too pushy, let the other person make the pace, just chat for the first few emails before you suggest meeting up, so the woman knows you are interested in her personally, not just wanting to meet anyone who will agree to meet you (sorry if you are already doing this) Some people would rather get to know you "on paper" while others feel happier talking. On the other hand, some people only want to email and not meet up at all, so if you are not interested in doing that, you could put that on your profile.
Do you contact only people who you think might get on with you, or do you email lots of women? Women can usually tell if you are using a "scatter gun" approach, as it is more impersonal, and personally I feel far less inclined to get to know someone who does that.
When you do suggest meeting, don't put the woman in a position where she might feel unsafe: suggest meeting somewhere public, in the afternoon eg a cafe. Then either of you can leave whenever you want, or stay longer and go on somewhere else, without any embarrassment or danger.
